Which pet bill could a policy meet?
Build a three-part care briefA dog’s surgery, a cat’s illness, a missing animal and a bite allegation are four different insurance questions. Start with the animal, the care setting and the exact charge—then read the legal insurer’s accepted terms.

01 / The care brief
Bring three facts to the clinic and the insurer
For an emergency, treatment comes first. The insurance file should still separate the animal from the event and the invoice. That avoids mistaking an annual maximum for consent to every procedure.
Identify the insured pet
Match species, microchip or tag, age, household ownership and companion, service or security use to the certificate.
Name the clinic and cause
Ask whether the veterinarian and practice are registered, then whether the insurer approves that clinic or permits an emergency exception.
Split every charge
Consultation, scans, surgery, hospital nights, medicines and aftercare can have different sub-limits even under one annual cap.
Do not delay urgent care for a webpage. If a panel practice is inaccessible, follow the accepted policy’s emergency-notice and reimbursement rules. No page can pre-authorise treatment.
02 / Official Kenyan descriptions · baseline 10 October, working-dog follow-up 15 October 2026
Four legal insurers; companion and working-dog cover differ
The IRA notice dated 30 March 2026 lists the four general-insurer legal entities below. This dates their entity/class context only; check the current IRA route and the insurer on the certificate before paying. The added GA K9 description addresses trained working dogs, not another household-pet insurer or an accepted veterinary policy.
| Legal-insurer route | Published signal | Decisive written question |
|---|---|---|
| Cannon company homepage | One Cannon-underwritten route marketed through Fred Black’s PawSafi brand: accident-only and accident-plus-illness treatment for eligible cats and dogs, with five annual-limit choices in the linked PDFs. | Which limit and sub-limits are issued, which clinic is approved, and which accident/illness wait controls? Cannon and PawSafi pages disagree. |
| Geminia Insurance company homepage | Core dog/pet mortality after accident, illness or vet-advised euthanasia; accident-related vet fees and optional theft, straying, transit or third-party liability are separate. | Is the need animal value, accident treatment or another selected extension? Do not assume ordinary illness vet bills from a mortality label. |
| GA Kenya company homepage | Companion-animal pet route names veterinary valuation, photograph, identification and vaccination evidence but gives no usable benefit or limit table. | Which insured event, animal use, sum, excess and vet expenses appear on the actual GA offer? Its generic page is not a full comparison. |
| GA Kenya company homepage | A separate trained guard/detection-dog product lists death/loss, bite liability and veterinary and dental lines. It describes 12 weeks to seven years at entry, residence with the proposer in Kenya, a vet valuation, microchip and vaccinations. | Is this dog a declared working K9 rather than a companion pet? Confirm the accepted job, age, insured value, veterinary and liability limits, excess, exclusions, claim steps and full-period KSh premium. |
| ICEA LION company homepage | The current site lists Dog Insurance. An ICEA LION company homepage describes mandatory death value and optional reimbursed veterinary, theft/straying and liability sections. | Does a current dog-specific offer still contain these sections, for this companion or security use? The 2022 brochure is not current accepted wording. |
Market count: four companion-animal descriptions across four legal insurers, plus GA's separate working-dog K9 description. That makes five product descriptions but still four legal insurers—and the K9 route does not count as a fifth comparable household-pet policy. Five published PawSafi limits all belong to one Cannon underwriting route. Zero complete, current, accepted comparable Kenyan pet policies and zero matched KSh premiums have cleared the launch gate. Do not pad the panel with brokers, banks, livestock cover or the same insurer’s tier labels.
03 / One underwriter, five published limit choices
Read the inner line, not only the annual ceiling
PawSafi’s PawSafi company homepage and PawSafi company homepage name Cannon General Insurance (K) Limited. These are published level descriptions, not five independently accepted policies or a quote for a particular dog or cat.
| Published level | Annual maximum | Relevant treatment line | What remains open |
|---|---|---|---|
| Accident 75 | KSh 75,000 | Accident-only treatment within annual limit; no separate major-surgery figure in the cited table. | Eligible incident, approved clinic, identity and actual issue date. |
| Accident 100 | KSh 100,000 | Same accident-only wording with a higher published annual ceiling. | Whether every proposed charge is accident-related and selected. |
| Comprehensive 100 | KSh 100,000 | Accident and illness; major surgery has a published KSh 20,000 yearly line. | Illness wait, clinic, pre-authorisation and other sub-limits. |
| Comprehensive 150 | KSh 150,000 | Accident and illness; major surgery yearly line is KSh 30,000. | Claim-specific treatment category and remaining policy-year balance. |
| Comprehensive 200 | KSh 200,000 | Accident and illness; major surgery yearly line is KSh 40,000. | A KSh 200,000 headline does not erase that smaller line or exclusions. |
The comprehensive PDF also limits consultations, hospital nights, diagnostics, medicines, implants and vaccinations separately. Its routine-care exclusions mean a listed vaccination benefit is not permission to assume every preventive service is covered. Ask for the current schedule and the complete itemised benefit table.
04 / Resolve before paying
Three contradictions that can change the claim
A polished marketing summary is not the same as the insurer-named PDF or an issued schedule. These differences are visible in the same PawSafi/Cannon route; a buyer needs a written answer, not our guess about which version controls a future claim.
| Question | One public statement | Conflicting public statement | Written resolution needed |
|---|---|---|---|
| When does cover begin? | PawSafi company homepage and insurer-named PDFs show no accident wait and a 30-day illness wait in the benefit table. | PawSafi company homepage says 48 hours for accident and 14 days for illness. | Obtain the dated, issued accident and illness waiting clauses, including after reinstatement. |
| Which vet can treat? | Cannon company homepage says take the pet to any registered veterinarian. | The PawSafi company homepage defines an approved clinic as KVB-registered and on the insurer’s list, with a narrow emergency exception. | Get the current clinic list and how an out-of-panel emergency is authorised and reimbursed. |
| Is rehabilitation included? | PawSafi’s comprehensive marketing page mentions physiotherapy or hydrotherapy sessions. | The linked comprehensive PDF excludes post-operative physiotherapy and hydrotherapy. | Request the exact accepted endorsement or exclusion for the proposed treatment. |
No winner declared. Even PawSafi’s PawSafi company homepage on waits: its plan sections say no accident wait and 30 days for illness, while its FAQ says 48 hours and 14 days. A 2025 hosted PDF is more specific than a landing page, but neither proves the wording issued to this pet in October 2026. Do not buy or schedule non-emergency care until the legal insurer confirms the active version, clinic and treatment in writing.
05 / Invented invoice, published sub-limit
A KSh 200,000 annual limit can still leave most surgery cost with you
Imagine a single KSh 120,000 major-surgery charge, with no other charges in this example. The highest published PawSafi comprehensive level names a KSh 200,000 annual maximum but a KSh 40,000 yearly major-surgery line. If the insurer classifies and accepts the charge exactly that way, at least KSh 80,000 falls outside that line before any other policy condition. This is arithmetic, not a real vet estimate, claim decision or premium.
| Line | Amount | What the actual claim still needs |
|---|---|---|
| Invented major-surgery charge | KSh 120,000 | Qualified vet, approved clinic or emergency exception, medical necessity and itemised invoice. |
| Published yearly surgery line | At most KSh 40,000 | Available balance, selected level, pre-authorisation over KSh 10,000 and accepted event. |
| Outside that surgery line | At least KSh 80,000 | Other separately eligible invoice lines are not included in this invented one-line example. |
| Actual insurer payment | Not calculated | The insurer must decide the issued wording, limits, medical evidence, exclusions and claim timing. |
Before enrolment
Identity, use and veterinarian status are separate checks
Species and age
PawSafi’s stated entry range is 8 weeks to 8 years for dogs and cats. ICEA LION’s cited material is dog-specific; do not carry its dog rules to cats or other pets.
Chip and vaccination
The PawSafi PDFs require one named pet’s microchip and vaccination record. Geminia’s page and proposal ask for identifiable animal and value; conditions differ by insurer.
Purpose and place
PawSafi’s PDF excludes commercial ownership. Geminia’s proposal asks pet versus security purpose; ICEA’s historical brochure discusses guard dogs. Declare working use rather than assuming companion terms.
Vet and clinic
The Kenya Veterinary Board’s 2026 registers help check practitioner registration. That does not replace an insurer’s separate panel or consent rule.
When care is needed
Preserve the medical story and the funding story
Ask the clinic to itemise the bill. Keep the source of each instruction: veterinarian for treatment, legal insurer for cover and claim terms, regulator for an unresolved insurance complaint.
- 1
Treat and identify
Seek appropriate care, then match the chip, animal and owner to the certificate. Retain the first clinical notes and photographs where relevant.
- 2
Check clinic and notice
Ask the insurer about its current approved practice, emergency exception and notice clock. PawSafi’s linked comprehensive PDF calls for emergency notification within 24 hours.
- 3
Request authority
For PawSafi treatment over KSh 10,000, its PDF calls for pre-authorisation except emergency handling. Save the estimate, diagnosis, proposed treatment and response.
- 4
Read the settlement
Retain itemised invoices, prescriptions, diagnostics, vet claim form, insurer decision and the exact annual/sub-limit lines used.
Keep risks separate

Questions at the veterinary desk
Check the exact promise before an invoice becomes a claim
Are PawSafi and Cannon two different pet insurers?
No. PawSafi is a Fred Black broker trading name and its linked policies name Cannon General as underwriter. The five published limit choices are not five separate insurers.
Do ten accepted Kenyan pet policies appear here?
No. Four companion-animal descriptions, a separate GA working-dog K9 description and five limits within one Cannon route do not make ten comparable household-pet contracts. No complete current set of ten accepted comparable pet policies or matched KSh quotes passed this page’s release gate.
Does a KSh 200,000 annual limit pay a KSh 120,000 surgery bill?
Not automatically. The cited PawSafi comprehensive PDF has a KSh 40,000 yearly major-surgery line at that level, plus eligibility, clinic, authorisation and other conditions.
Is an illness wait 14 or 30 days on PawSafi?
The public pages conflict: comprehensive marketing says 14 days while the Cannon-named PDF and wording summary say 30. Obtain the active issued clause in writing.
Does accident treatment begin immediately?
The insurer-named PawSafi PDFs say no accident wait in their benefit tables, but a separate comprehensive marketing page says 48 hours. Ask which accepted clause governs this pet and any reinstatement.
Can I choose any KVB-registered vet?
Cannon’s marketing says any registered vet; the linked insurer-named PDF requires a registered and insurer-approved practice, with a defined emergency exception. Confirm both KVB registration and insurer panel status.
Is routine care included in comprehensive cover?
Only specific listed benefits and sub-limits may apply. The PawSafi PDF has a vaccination line but excludes broad routine and preventive care; do not infer all wellness visits.
Does Geminia pay every illness vet bill?
No such general promise is established. Its page centres on mortality, while its described veterinary-fee route addresses accidental injuries. Request the selected extension and accepted limits.
Can a security dog use companion cover?
Not by assumption. PawSafi’s PDF excludes commercial ownership, while Geminia asks the animal’s purpose and ICEA’s historical brochure discusses guard dogs. GA publishes a separate GA Kenya company homepage with its own entry and benefit rules. Declare the actual work and get written acceptance.
Does a microchip guarantee a claim?
No. It identifies the insured animal but does not establish the cause, clinic, benefit, annual balance or compliance with the issued schedule.
What if my vet is not on the insurer list in an emergency?
Treat the animal, then follow the policy’s emergency exception and notice rules as soon as practical. PawSafi’s PDF describes case-by-case review and 24-hour notice; keep the written insurer response.
Who handles an unresolved insurance complaint?
Keep the legal insurer’s decision, policy and supporting records. Check the IRA’s current Kenyan complaint route for an insurance dispute; do not send those records to this editorial page.
