Kenya's bill-and-payer guide
Follow the bill to the responsible payer
Start with the cost you need to protect and when it could arise. Then identify the public scheme, employer arrangement or legal insurer responsible for the benefit, and check the terms before choosing cover.
Check the issued policy and schedule. A product description or certificate alone does not confirm your benefits or premium.

One household, different payers
Keep the bills apart before choosing cover
Care access, a road liability certificate, a family cash benefit and a household inventory answer different questions. Start with the cost and date; then open the narrower Kenya desk.
Seven real-life starting paths
Follow the cost, then open the narrower desk
These Kenya-specific paths help turn a vague insurance search into a written question for the responsible scheme or insurer.
01 / Care
Start with the appointment, not the card
The Ministry describes SHA’s three public fund roles; private medical, employer cover and a second-payer question are separate. The 5 October notice described a temporary extension of existing facility contracts through 14 October during HAKIKA contracting. That dated notice cannot confirm a facility for a later visit. Check the member, facility and specific service on the care date.
02 / Movement
A certificate is not the car repair bill
Kenya’s dated Cap. 405 text frames qualifying third-party road risk; own-car damage needs a selected contract. AKI’s *352#/Bima Yangu check concerns certificate authenticity, not delivery, PSV or collision acceptance. A bike needs its own use and rider questions.
03 / Family cash
One death and one missed payday are different clocks
Funeral cash or service addresses the first handover; life capital may support years of dependants and debts; income benefits depend on a defined living-worker trigger. Employment Act sick leave, WIBA work injury and NSSF invalidity have separate roles.
04 / Home
Rebuild the structure or replace the belongings?
A building’s fixed parts, a tenant’s furniture and portable items need different values and event checks. Do not treat a sale price as an automatic reinstatement sum, or a landlord’s building schedule as proof of a tenant’s contents benefit.
05 / Enterprise
Keep the trading interruption in the brief
Stock, equipment, third-party harm, cargo and lost revenue are separate insured interests. Section 7 of the dated WIBA text addresses employer work-injury insurance; a general staff accident or medical add-on should not silently replace that check.
06 / Away
Write the journey dates before the premium
Residence, destination, trip length, work, sport, medical assistance and cancellation each need the accepted travel wording. A personal travel policy does not extend a vehicle across a border.
07 / Smaller, costly shocks
Name the object—or the animal—precisely
A phone warranty is not automatically theft or accidental-damage cover. A pet mortality benefit is not the same as illness treatment; even a KVB-registered vet may be outside an insurer’s approved clinic list.
02 / Different records answer different questions
Do not let a familiar logo stand in for the legal promise
The IRA’s 30 March 2026 entity notice is dated class context; the current IRA route and an issued schedule are separate. An agent, bank, comparison site, clinic or scheme administrator may have another role.
| Record or institution | What it helps establish | What it cannot establish alone |
|---|---|---|
| SHA member and facility record | The public fund, current member and contracted-care route for a named service. | An employer or private insurer benefit, or every facility’s status after the notice date. |
| Employer medical arrangement | The selected staff scheme, administrator, dependants and employment-based access. | SHA entitlement, WIBA compliance or continuity after employment ends. |
| IRA legal-insurer record | The named insurer and relevant class at the checked date. | A specific person, car, animal or business risk accepted on a policy. |
| AKI motor certificate check | Authenticity/status of a digitised motor certificate record. | Own-car repair, the accepted driver/use or the future claim outcome. |
| Issued policy and schedule | Selected benefit, insured risk, period, amount, excess, waiting terms and claims channel. | Payment for an unreported loss without the insurer’s claim decision. |
| Regulator complaint route | An escalation path after preserving the legal insurer’s written response. | Automatic cover, a waived deadline or a successful claim. |
03 / Invented household liquidity sketch
Price the time gap before adding a product name
Suppose essential spending is KSh 75,000 a month for a fictional household. Three months need KSh 225,000; if KSh 90,000 of accessible reserve is already available, the unfilled planning question is KSh 135,000. This is arithmetic using invented inputs, not an insurer price, recommended sum insured, SHA benefit or claim outcome.
Then ask what caused the shortfall. A death, temporary disablement, statutory work injury, delayed business trade and a hospital admission have different payers and start dates. Do not add unlike benefits together as though they are immediately liquid.
04 / Make the file usable before the event
Keep the document that proves the exact answer
No documents are submitted here. Sensitive health, payroll, identity, registration, animal or claim evidence should go only to a verified scheme, insurer or authority when actually required.
| Decision | Keep before paying | Keep if a claim or dispute arises |
|---|---|---|
| Care | SHA/member status or private schedule, facility and service confirmation, authorisation and patient-share terms. | Referral, itemised bill, provider decision and the scheme or insurer’s written reason. |
| Motor | Legal insurer, accepted vehicle/use, certificate, selected benefits, value, excess and territory. | Safe scene record, insurer notice, police material where required, estimate and repair authority. |
| Family income | Named lives, recipient, cause, start date, waiting period, employer/statutory coordination and payment shape. | Claimant authority, event evidence, insurer or employer decision and benefit calculation. |
| Home and business | Ownership, locations, values, inventory, insured events, security and interruption triggers. | Photographs, item list, repair/stock records, receipts and the written loss assessment. |
| Travel, device or pet | Journey/activity, device identity or insured animal, exclusions, approved service route and sub-limits. | Assistance reference, repair report or vet notes, itemised cost and insurer response. |
Questions before trusting a comparison
Start with the payer and the actual document
Can I buy insurance or request a quote here?
No. Use these cover guides and the car-buying guide to prepare your questions. No personalised quote, insurance application, payment or provider handoff is available here.
Are all listed cover options verified policies available to me?
No. Product descriptions, cover levels, broker or bank services and statutory arrangements have different roles. Confirm current availability, your eligibility and the exact policy terms with the responsible insurer before making a decision.
Does SHA registration prove a hospital visit is paid?
No. Check the member and service, referral or authorisation rules and the facility’s status on the care date. The Ministry’s October notice does not establish contracts beyond 14 October.
Is gap cover just another name for private health insurance?
No. First identify the primary payer, unpaid bill line and the second contract’s actual trigger. Hospital cash or discounts are not automatically reimbursement of that gap.
Does a valid motor certificate pay for my own car?
Not merely because AKI can verify the certificate. Read the selected own-damage event, vehicle use, accepted value and excess in the issued schedule.
Can I use private motor cover for paid rides or delivery?
Do not infer permission. Declare the actual driver, passengers, goods and earning use to the legal insurer and obtain vehicle-specific written acceptance.
Is WIBA the same as personal accident or income cover?
No. WIBA addresses employer work-injury obligations under its terms; sick leave, NSSF invalidity and private weekly, capital or admission benefits have different triggers.
Does funeral cover replace a life-support plan?
Usually they solve different time horizons. Check who receives first-expense cash or service, then whether dependants’ later debt, education and income needs need another accepted benefit.
Does a domestic package cover both a tenant and the building?
Not automatically. Identify the owner of each asset and the selected structure, contents and portable-item sections and values.
Is a registered veterinarian automatically insurer-approved?
No. The Kenya Veterinary Board register helps identify a practitioner, while a pet insurer can separately require a clinic panel, consent or emergency exception.
What if an insurer rejects a claim?
Keep the issued policy, claim evidence and insurer’s written reason. Use the insurer’s complaint route and the IRA’s current insurance complaint process where unresolved; deadlines are not suspended automatically.
Does choosing Kenya share my information with insurers?
No. The country choice only navigates the Kenya edition. This page has no identity, health, vehicle, pet, quote, payment or claim form and sends no lead.
